ESPA 2021–2027 grants for businesses
ESPA is how Greece uses the EU's structural funds. For a business it mostly means calls that fund part of an investment.
What it is, in two minutes
The Partnership Agreement for the Development Framework (ESPA) 2021–2027 is the agreement between Greece and the European Commission on Cohesion Policy funds. It is split into sector programmes, such as “Competitiveness”, and 13 regional programmes, one for each region.
The money is not available all the time. Each programme issues calls with their own terms: who can apply, which activity codes, which expenses, what share is covered and the deadline.
The official source for every call is espa.gr. We collect them here, explain them in plain language and show where every fact comes from.
How to check whether you are eligible
- 1Find your business's activity codes (ΚΑΔ) and which one is the main one.
- 2Check whether the call covers the region of your seat or of the investment.
- 3Count your closed financial years and check whether the call asks for a minimum.
- 4Check that the expenses you plan are eligible and that you can cover the private share.

ESPA questions
Does ESPA pay before the investment?
Usually not. In most programmes the business pays the expenses first and receives the grant after they are checked. Some calls allow an advance against a bank guarantee. The call states which applies.
Can a new business get an ESPA grant?
Yes, when the call is aimed at new or not-yet-registered businesses. Many calls for existing businesses ask for closed financial years, so a new business is not eligible for those.
